Introduction

When Grand Theft Auto: Vice City released in 2002, its neon-drenched, cocaine-soaked pastiche of 1980s Miami became one of the most iconic settings in the medium's history. Drawing freely on Scarface, Miami Vice and the broader cultural memory of the Reagan decade, the original Vice City was a love letter to a particular aesthetic moment: synth-pop on the radio, white linen suits, art deco hotels and a coastline run by warring Cuban, Haitian and Italian-American crime factions (Rockstar Games, 2002, cited in Wikipedia, 2026a). Twenty-four years later, Rockstar Games is returning to the same fictional geography for Grand Theft Auto VI, due for release on 19 November 2026 on PlayStation 5 and Xbox Series X/S (Wikipedia, 2026a). The 2026 Vice City, however, is no nostalgia exercise. It is a modern, satirical reimagining set in the present-day state of Leonida, based on contemporary Florida, with Vice City itself serving as a fictionalised analogue of present-day Miami (Wilson, 2025; Wikipedia, 2026a). This report compares the two versions, drawing out what has been carried over, what has been substantially altered, and what is genuinely new in the 2026 reimagining.

The 1980s Vice City: A Recap

The Vice City of 2002 was a compact, two-island metropolis modelled tightly on Miami circa 1986. Its tone was glossy, gaudy and unapologetically referential: protagonist Tommy Vercetti, voiced by Ray Liotta, navigated a city of beachfront mansions, art deco hotels, golf clubs, shopping malls and a downtown business core dominated by glass towers (Wikipedia, 2026b). Districts such as Ocean Beach, Little Havana, Little Haiti, Vice Point and the Downtown business district were each thematically distinct, with population, traffic and music tailored to the locale. The soundtrack โ€” drawing on artists from Michael Jackson and Blondie to Iron Maiden and Mr. Mister โ€” was inseparable from the city's identity, while the radio stations themselves operated as a satirical commentary on 1980s media (Wikipedia, 2026b). Crucially, the original Vice City was constrained by the technology of the era: pedestrians had limited behaviours, building interiors were rare, and the world existed largely as a stage for scripted missions rather than as a simulated society.

Source-Code Leak Implications

The September 2022 Rockstar security incident โ€” widely covered by Bloomberg, IGN and Eurogamer โ€” represents a watershed moment in the public history of Grand Theft Auto VI and, by extension, in the public understanding of the modern Vice City. Prior to the leak, fan speculation about the sequel's setting had oscillated for nearly a decade between a return to Vice City, a multi-city continental sprawl reminiscent of San Andreas, and a South American venue inspired by persistent rumours of a "Project Americas" (Schreier, 2022; Phillips, 2022). The publicly reported footage circulated in September 2022 ended that debate decisively: contemporary press coverage confirmed that the work-in-progress build depicted a modern reimagining of Vice City, with recognisable Miami-area geographic features โ€” long causeways linking barrier islands, the characteristic curvature of the beach geometry and a dense waterfront downtown core โ€” visible in the publicly described clips (Stedman, 2022; Phillips, 2022). When Trailer 1 arrived in December 2023, observers writing for Eurogamer and IGN noted that the broad map topology matched what had been described from the 2022 footage, implying that the geographic skeleton of the game had been locked by mid-2022 and that limited late-stage rescoping of the world map had occurred between the leak and the official reveal (Phillips, 2022; Stedman, 2022; Wikipedia, 2026a). The 2026 Reimagining: A Modern Vice City in Leonida

The 2026 Vice City is part of a far larger open world. Rather than a self-contained city, it sits within the fictional US state of Leonida, alongside the Leonida Keys (based on the Florida Keys), the Grassrivers wetlands (based on the Everglades), the run-down resort town of Port Gellhorn, the biker-dominated industrial region of Ambrosia, and Mount Kalaga National Park to the north (Wilson, 2025; Wikipedia, 2026a). Rockstar has confirmed at least six major districts within Vice City itself, including a recognisable Ocean Beach with "white sands and pastel-coloured art deco hotels", a densely packed Little Cuba evoking the cultural successor to Little Havana, and the VC Port, billed in-fiction as "the cruise ship capital of the world" (Wilson, 2025). The world parodies 2020s American culture rather than 1980s pop culture, with satirical depictions of social media, influencer culture, modern law enforcement tools such as police body cameras, and Internet-era memes such as "Florida Man" (Wikipedia, 2026a).

What Has Been Carried Over

Despite the temporal leap, several elements bridge the two versions. The Miami template remains foundational: art deco architecture along Ocean Beach, a Cuban-influenced neighbourhood, a port economy and a culture defined by tourism, hedonism and organised crime all persist (Wilson, 2025; Wikipedia, 2026b). The name "Vice City" itself is a deliberate continuity, and Rockstar has reused district concepts that long-time players will instantly recognise. The thematic preoccupations โ€” excess, decadence, the criminal underbelly of paradise โ€” also remain central. Vice City is still, as GamesRadar+ put it, "the home of decadence and excess" (Wilson, 2025). The series's tradition of using its setting as a vehicle for cultural satire, established in the 1980s pastiche of the original, is preserved but redirected toward present-day targets.

What Is New

The differences, however, are profound. Firstly, the temporal setting has shifted by roughly four decades: the 2026 Vice City is a contemporary city, not a period piece. Its satirical targets are therefore TikTok-style social media, gig-economy influencers, partisan cable news and modern policing technology rather than Reaganomics and cocaine cowboys (Wikipedia, 2026a). Secondly, the scale is incomparable. Whereas the 2002 game offered a single city across two small islands, the 2026 reimagining embeds Vice City within an entire state, complete with wetlands, keys, national parkland and decaying provincial towns (Wilson, 2025). Thirdly, the technological leap delivered by the Rockstar Advanced Game Engine on PS5 and Xbox Series X/S enables persistent traffic systems, dynamic weather, far denser pedestrian behaviours and photorealistic lighting that simply could not be rendered in 2002 (Wikipedia, 2026a). Trailer footage prompted some viewers to doubt the visuals were running on console hardware, requiring Rockstar to publicly confirm the material was captured on a PlayStation 5 (Wikipedia, 2026a). Fourthly, the cast and narrative framing have shifted: the story follows Jason Duval and Lucia Caminos โ€” a Bonnie-and-Clyde-style criminal couple including the series's first non-optional female protagonist โ€” rather than the lone-wolf, masculine archetype of Tommy Vercetti (Wikipedia, 2026a). Finally, the surrounding regions add genuinely novel gameplay possibilities absent from the 2002 entry, including underwater exploration in the Leonida Keys with "giant turtles and other fauna", swamp navigation through the Grassrivers, and wilderness pursuits in Mount Kalaga National Park (Wilson, 2025).

Cultural and Industrial Significance

The reimagining also carries weight beyond its in-fiction details. Industry analysts have projected first-year sales of around 40 million units and earnings of US$3.2 billion, potentially doubling the launch performance of Grand Theft Auto V, and rumoured development costs surpass US$1โ€“2 billion, which would make GTA VI the most expensive game ever produced (Wikipedia, 2026a). The second trailer, released on 6 May 2025, generated more than 475 million cross-platform views in 24 hours โ€” briefly the largest video launch on record (Wikipedia, 2026a). In this context, the modernised Vice City functions as both a creative and commercial centrepiece: it must satisfy nostalgic players who recall the 2002 version while presenting a world simulation sophisticated enough to justify a multi-year wait and an unprecedented budget.

Conclusion

The 2026 reimagining of Vice City is best understood not as a remake but as a generational reinterpretation. The DNA of the 2002 original โ€” the Miami template, the deco architecture, the Cuban-influenced enclaves, the thematic obsession with vice โ€” has been retained, but everything has been re-scaled, re-rendered and re-aimed. The 1980s pastiche has given way to a 2020s satire; a two-island city has expanded into a state-sized open world; a single male protagonist has been replaced by a co-led criminal couple; and a stylised, cartoonish urban playground has matured into a photoreal, simulated society. In effect, Rockstar has used the most recognisable name in its back catalogue as the anchor for what may prove to be the most ambitious open world yet attempted. Whether the final product justifies its anticipation will be judged from 19 November 2026 onward, but the design intent is already clear: Vice City returns not to repeat itself, but to be reborn in the image of its era.
