Whilst the county has thus far only been glimpsed through two official trailers and a small handful of incidental on-screen references, it has already attracted considerable attention from the GTA research community because it sits adjacent to Vice-Dale County, the county containing the rebuilt HD-universe iteration of Vice City. Its placement on the southeastern fringe of Leonida, combined with the strong real-world parallels its name and iconography invite, has made the county a focal point for early speculation about the suburban texture of the forthcoming game world. This report consolidates what is presently known, what may reasonably be inferred from trailer evidence, and what remains in the realm of speculation pending the title's release.
Leonard County is positioned in the south-eastern quadrant of the State of Leonida, immediately to the north of Vice-Dale County, with which it shares a substantive border (GTA Wiki, 2026a). The two counties are connected by Interstate 97, a freeway that has been seen carrying northbound signage indicating Waning Sands and Leonard County in the second official trailer for the game (GTA Wiki, 2026a). To date only one settlement has been formally confirmed inside the county, namely the city of Waning Sands, although the trailer footage suggests the county is large enough to contain further communities yet to be revealed (GTA Wiki, 2026b).
Available trailer footage portrays Leonard County as a predominantly suburban landscape, with extensive low-rise commercial development, planned residential communities, golf-course-style netting in the background of several shots, and the type of arterial roadside infrastructure โ strip malls, large surface car parks, and franchised petrol stations โ typical of post-war American suburban sprawl (GTA Wiki, 2026b). One particularly cited shot depicts an Arrow Gasoline forecourt with a distant city skyline visible behind it, suggesting that the southern edge of the county lies within easy commuting distance of the Vice City conurbation (GTA Wiki, 2026a). Law enforcement is provided by the Leonard County Sheriff, whose patrol vehicles feature prominently in Trailer 1 (GTA Wiki, 2026a).
The county has been substantively documented through two principal trailer appearances. The first official trailer (December 2023) depicts Leonard County Sheriff vehicles driving along a thoroughfare in Waning Sands, an Arrow petrol station within the county, and an aerial sweep over what appears to be a master-planned community (GTA Wiki, 2026a; GTA Wiki, 2026b). The second trailer, released in 2025, expanded the documentary record by including a northbound Interstate 97 sign explicitly listing both Waning Sands and Leonard County as upcoming destinations, thereby formally confirming the county's name and its road relationship with Vice City to the south (GTA Wiki, 2026a). A shopping mall sign reading "Evergreen" has also been identified within Waning Sands, providing a further confirmed point of interest within the county (GTA Wiki, 2026b).
The most widely accepted theory regarding Leonard County's real-world basis is that it is modelled on Broward County, Florida, which lies immediately to the north of Miami-Dade County in the manner that Leonard County lies immediately north of the Vice City-containing Vice-Dale County (GTA Wiki, 2026a; Wikipedia, 2025a). Two principal pieces of evidence support this reading. First, the livery applied to the Leonard County Sheriff's patrol cars is described as nearly identical to that of the real-world Broward County Sheriff's Office (GTA Wiki, 2026a; Wikipedia, 2025b). Second, the county's name appears to be a Rockstar-style adaptation of Napoleon Bonaparte Broward, the former governor of Florida after whom Broward County itself was named: "Leonard" performs the same Napoleonic-given-name play that "Broward" surnames (GTA Wiki, 2026a).
The toponym of the county's chief settlement, Waning Sands, lends additional weight to the Broward parallel. The Florida Department of Environmental Protection has formally designated extensive stretches of Broward County coastline as "critically eroded" โ that is, beaches whose sand is literally waning (Florida Department of Environmental Protection, 2023). Rockstar's choice of name thus appears to be a pointed piece of satirical environmental commentary, consistent with the studio's long-standing practice of embedding social critique within its place names. Comparable cities such as North Miami Beach, Aventura and Pembroke Pines have also been suggested as more granular inspirations for Waning Sands itself (GTA Wiki, 2026b).
Leonard County represents a significant addition to the geography of the HD-universe State of Leonida, providing the suburban hinterland necessary to make the Vice City metropolitan area feel like a credible, full-scale conurbation rather than a self-contained island. Its confirmed contents thus far โ Waning Sands, an Arrow Gasoline station, the "Evergreen" shopping mall, the Leonard County Sheriff's department, and an Interstate 97 corridor โ collectively establish the county as a stylised counterpart to Florida's Broward County, complete with a name that satirically references the very environmental decline afflicting its real-world model. Considerable additional detail will almost certainly emerge upon the game's release, but the broad outlines of Leonard County's geography, jurisdictional identity and cultural register are already reasonably well established.
